On waiting for heros

Yesterday I was introduced to a line of poetry which Americans probably meet in school. Which I think is too young. It is a line for the middle-aged. Those who are old enough to know what it means, but still young enough to act.
I was VERY annoyed in googling it to find that it has been used by a US presidential candidate.
The line: we are the ones we have been waiting for (the original is here, should you want to read it).
For the author of the poem, and probably for the politician, it is clear who the 'we' is. For me, I'm not so sure.
